The Essential Role of EMRs After H.R. 1 Passage
H.R. 1 represents one of the most significant shifts in healthcare policy in recent years — and its ripple effects will be felt
across every corner of the medical community. The bill updates federal Medicaid requirements, mandating that states maintain all eligibility determinations in an electronic format and preserve those records for at least three years.
Beginning in October 2029, the law also directs the U.S. Department of Health and Human Services to create a system that allows states to submit and share monthly data on Medicaid and Children’s Health Insurance Program (CHIP) enrollees. The backbone of this system? The electronic exchange of health information — meaning that the effectiveness of this new policy will rely heavily on how well Electronic Medical Records (EMRs) perform in real-world practice.
As Los Angeles physicians, you are uniquely positioned at the intersection of technology, policy, and patient care. That’s why LACMA is leading an initiative to develop resources, solutions, and advocacy strategies that help practices, Federally Qualified Health Centers (FQHCs), hospitals, and health systems navigate these new complexities.
But to do this effectively, we need your input.
Your feedback will help LACMA identify which EMR systems are in use across Los Angeles — and how well they’re serving you. The data we collect will guide future coalition work, strengthen advocacy efforts, and inform the development of practical tools that help every practice adapt to new regulatory demands.
Your voice is essential. Your insight drives solutions.
Together, we can ensure that physicians — not policymakers or vendors — shape how EMRs evolve in the wake of H.R. 1.
